Final Fantasy VI has no protagonist. Terra opens the game and Celes carries its second half, but the fourteen playable characters are structured as an ensemble, and long stretches let you pick who to follow. That is why this roster has so many party members relative to its size.

The setting broke with medieval fantasy for something closer to steam and iron, built on the wreckage of a war fought with magic. Espers, the game’s summons, are the remains of that war, and the plot turns on their exploitation by an Empire that has learned to drain them.

Kefka is the reason the game is remembered as it is. Most Final Fantasy villains want to rule, ascend, or restore something. Kefka wants nothing, achieves total victory halfway through, and remakes the world into a ruin, one of very few antagonists in the genre who simply wins.
